HICSS Digital Government Track

A Thriving Domain of Multidisciplinary Scholarship

Digital Government is a multidisciplinary research domain that studies the use of information and technology in the context of public policymaking, government operations, government transformation, citizen engagement and interaction, and government services.

Numerous disciplines contribute to this intersection of research, such as computer science, information systems, information science, political science, public policy, organizational sciences (public administration and business administration), sociology and psychology among others.

The HICSS Digital Government Track serves as a premier venue for groundbreaking studies and innovative ideas in this research domain. Many studies first presented here evolve into publications in top-tier journals, establishing the track's reputation as a launching pad for high-quality scholarship. The HICSS Digital Government Track has earned an outstanding reputation among digital government scholars and the broader academic community, functioning as a rigorous and valuable research forum that brings together an international community of scholars to examine the current state and future directions of digital government worldwide.

This year, under the overarching theme of “Digital Government for a Better Society”, our ten specialized minitracks will cover the full spectrum of digital government research.



Important Deadlines

June 15: Authors submit full papers by this date, following the Author Instructions. All papers will be submitted in double column publication format and limited to 10 pages including diagrams and references. HICSS papers undergo a double-blind review (June 15 - August 15).
August 15: Acceptance notices are sent to Authors. At this time, at least one author of an accepted paper should begin visa, fiscal, and travel arrangements to attend the conference to present the paper.
September 15: Authors submit Final Version of papers following submission instructions posted on the HICSS web site. At least one author of each paper must register by this date with specific plans to attend the conference.
October 2: Papers without at least one registered author will be pulled from the publication process; authors will be notified.

Mila Gascó-Hernández, holds a MBA and a Ph. D. in public policy evaluation. She is the Research Director of the CTG UAlbany as well as an Associate Professor at the Rockefeller College of Public Affairs and Policy, both at the University at Albany – SUNY. Before joining SUNY, Dr. Gasco Hernandez served as a senior researcher at the Institute of Governance and Public Management (currently known as ESADEgov - Center for Public Governance) and the Institute of Innovation and Knowledge Management, both at ESADE Business & Law School in Spain. Her areas of research are mainly related to information and technology in government and, among other, they include electronic and open government, e-governance, public sector innovation, smart cities, and public policy evaluation. In addition, she has worked for a wide variety of organizations such as the United Nations Development Program, the Mayor’s Office in Valencia (Venezuela), the Spanish Agency for International Development Cooperation, the City Council and the Provincial Council of Barcelona, the International Institute for Democracy and Electoral Assistance, the Latin American Centre on Management for Development, the World E-Governments Organization of Cities and Local Governments, the Inter-American Development Bank, or Google.

Antonio Cordella, is an Associate Professor in the Department of Management at the London School of Economics and Political Science (LSE), where he is the Academic director of the Master in Information Systems and Digital Innovation and responsible for the post-graduate course on ICT in the Public Sector. He is also a visiting professor at the Maastricht Graduate School of Governance, UNMERIT, The Netherland. He has published widely in information systems, e-government and public sector associated reforms. An Italian national, he holds an undergraduate degree in Political Science from University of Bologna, Italy, and a PhD in Information Systems from Gothenburg University, Sweden. His current research focuses on ICT in the Public Sector, with specific attention to e-Government and the associated institutional changes.
